Job Description
We are looking for a buyer to handle both raw material and non-production materials and service procurement in a manufacturing environment. The role will be mainly responsible for procurement tasks incl. procurement planning, sourcing, contracting, PO placement, delivery expediting, quality claims support and supplier payment.
Job Functions and Responsibilities
- Coordinate with operation and planning department to collect raw material requirement plans in a timely and accurate manner; Align with planning/Corporate Procurement/suppliers to execute procurement plans; Supervise the completion rate of procurement requests. Raw materials used in PV modules include solar cells, glass, EVA encapsulant, junction box, Aluminum frames, soldering flux, silicone sealants, packaging etc.
- Manage specific non-production categories out of the following: MRO, Capex (construction and equipment), Logistics, IT, Facility, Admin, Service, etc.; Perform strategic sourcing and tactical buying tasks until payment is settled
- Engage with internal stakeholders to clarify business needs and develop procurement plans in a timely and accurate manner, Monitor stakeholder’s satisfaction towards procurement
- Handle daily procurement tasks such as contract signing, PO placement, delivery follow-up, goods receipt, invoice reconciliation, payment application, data archiving, etc.
- Communicate with suppliers effectively to ensure on-time delivery; Conduct supply risk analysis regularly and take corrective actions to eliminate or mitigate such risks
- Assist the quality department to deal with material quality abnormalities and claims and solve quality related disputes with suppliers
- Regularly evaluate suppliers' performance from multiple perspectives, such as cost, quality, delivery, service, compliance, credibility, and others, and conduct on-site supplier audits when necessary; Maintain a good relationship with suppliers
- Provide suggestions to relevant departments in terms of raw material inventory management optimization
- Maintain accurate procurement records, including purchase orders, invoices, contracts, and supplier information etc.
- Optimize procurement procedures and tools constantly based on best and local practices, and assist department manager to monitor the implementation of procurement policy ensuring compliance and business integrity
- Conduct procurement data analysis on a regular basis, and contribute to procurement continuously improvement initiatives
- Collaborate with Corporate Procurement team to develop and qualify local suppliers in accordance with the company’s policy and procedures when necessary
Key Qualifications
- Bachelor’s degree
- At least 3 years’ experience in raw materials procurement in manufacturing industry
- Solid procurement knowledge in transactional procurement (Procure to Pay)
- Strong analytical skills with the ability to analyze data, identify trends, and make data-driven decisions.
- Adaptive to new environment and people with different cultural background quickly
- Excellent communication and interpersonal skills to collaborate effectively with internal stakeholders and external suppliers
- Strong organizational skills with the ability to manage multiple tasks and priorities in a fast-paced environment
- Solar industry working experience preferred
- CPSM certificate is a plus
